480v Receptacle Requirement

Bear with me here.

I don't have my regulations in front of me, so I can't look it up right now.

I was conducting a final on a new aircraft hangar and noticed that they mounted several (1-2 dozen) utility boxes on the aircraft dock floors. These boxes have everything from general purpose 120v receptacles, air tool connections, and a 480v receptacle to power various types of aircraft related equipment and tools.

My concern is with the 480v receptacle. I don't have the specifics of the receptacle itself, but it looks like the cord end is threaded onto the receptacle. I was taught in some classes that employees should not be plugging in or disconnecting the cable while the receptacle is energized due to possible arc flash concerns, but the receptacle does not have a built in disconnect like the Meltric style, nor is there a disconnect within site. The actual disconnect for these things are located in a locked electrical room which our employees do not have access too.

Is there anything in 70E that deals with 480v receptacles, or do they consider the receptacles like any other piece of electrical equipment when it comes to this subject?

I am wanting Meltric style disc. receptacles, but I know I am going to meet resistance when I bring this up. I will be meeting with the electrical engineer sometime tomorrow about this.
 
Not sure about your 480 receps. But is any of this stuff allowed below 24"? Just dealing from memory so correct me if I'm wrong.
