I have 2500A 480/277V switchgear 3 phase with main GFPE. Does the feeder breakers of the switchgear require GFPE?

No. See 215.10 Exception No. 2

Exception No. 2: The provisions of this section shall not apply if
ground-fault protection of equipment is provided on the supply side of
the feeder and on the load side of any transformer supplying the feeder.
 
Its for university trade school building not for healthcare. The switchboard is existing with main only GFPE.

In my opinion, this exception is for two similar sized devices in series. I try to use two levels of GF (1200A and larger), if its good for hospitals, it is good for everywhere
