480V to 240V Delta Transformer Grounding

I am altering some drawings from a contractor that wants to mount some PV panels on a car port. Something about the transformer grounding doesn't sit well with me. The main switchboard is grounded and the other system components, including the transformer tie into the transformer. Should there be an additional ground rod installed on the secondary of the transformer? See attached photo.

First cut:
1. The winding of the transformer toward the switchboard is functionally the primary, since that is the winding which will first be energized and therefore supply the inrush current. If that winding is in fact the one designated by the manufacturer as secondary, the manufacturer must state in writing that "backwards" use is approved.
2. Not connecting the right side neutral is correct.
3. There should be a bond between neutral and ground on the left side whether or not an additional ground rod is driven.
