Breaker Interface module on a Eaton/Cutler-Hammer Switchgear showed a message "Frequency Out of Bound". What does this mean?
 
I don't know how that exact model operates or communicates with the user. But that phrase tells me that the device has measured, or is presently measuring, a value of frequency that is far enough away from (i.e, above or below) 60.0 hertz as to have exceeded the established setpoints.

Is this breaker in a transfer switch? If so, fire up the generator and check/adjust frequency.
 
If on the utility side check frequency with a calibrated meter, it is rare to sooooo unusual to have utility out of tolerance...Check the Eaton meter.

On generator as noted check gen.
 
Check to see if the ATS is set on 60 hz.
If the slide switch is set on 50 hz you'll get that message.
