There is not a place in the NEC that says that. Art. 720 is titled Circuits and Equipment Operating at Less Than 50 Volts.

Who is the AHJ for the project?
Many of the Fed projects that I have done, DOD stuff, the job was under the Feds/consulting Engineers and not a local/state inspector.
The result was that I did what they said according to drawings provided and not the NEC.

There are times where the rules may change some for under 50 volts or you need to go to a different section of the code for your application, but as has been said NEC doesn't exclude itself from applying for under 50 volts
