I have an installation with a 500 amp circuit to a chiller. There is no wire type equipment grounding conductor inside the raceway (RMC). The final connection to the chiller is 3" LFMC. Does the external bonding jumper around the LFMC (assuming correct size and fittings) count as the equipment grounding conductor? I know the RMC does, and that the LFMC itself cannot be used as the grounding path due to it's size and the OCPD rating.

Yes. Just size it to Table 250.122. In you case it would be a #2.
