would like to have a explanation of this code article. we have a storage shed with a panel inside from this panel i have refed an existing above ground gas tank used to refuel equipment. pvc underground change to rigid sealoff atfirst joint out of ground. inspector says i also must follow 501-16a is this required when equipment grnd is installed in this branch circut

Please forgive me, but I've read this post about a half-dozen times and I still don't know what you are asking.
At the moment, the best I can do is say you must indeed comply with 501.16(A) in Class I locations; but I'm not sure why the inspector might say you haven't. Sec 501.16(A) has several requirements and simply running a separate EGC by itself won't necessarily be automatically compliant. Its certainly a good start.
