Can the assumption be made that this line is radial and not networked? But then why would you have a bay VT with sync?

Looks like some of the drawing is missing or omitted
 
It seems Like there should be a generator sitting in the lower right of the drawing, and the sync check would be for that generator or some other type of feed.
i put in sync checks on relays that circuit ties just as a precaution. If for some reason there is a wire crossed during a storm or something, we wouldnt want the breaker to close in on two crossed wires.

No, outgoing line. But yes, in that case, sync is a good idea. Or for something like this:
