Is wiring installed inside the wall above a class one area covered by this section or is it only the methods on the outside of the wall? It will be feeding recepticles.

Would you call a town hall road maintenance building intended to be used as a wash area a commercial garage?

I put a service on a town hall maintenance building and that is exactly what they consider that building

If you are not doing service work and only washing vehicles in it, I would classify it as a car wash. If you are going to do both, then I would consider it a commercial garage.
