514.13 says that the dispensing device must have lockable disconnect for the external voltage source. 514.11(A) says that you must disconnect the grounded conductor. My question , if the circuit disconnect ( emergency shutoff) required by 514.11 is in place, then does the grounded conductor have to be disconnected in 514.13 ? I would think it needs to be disconnected with the hot wire , but does "external voltage source" (in 514.13) include the grounded conductor?

IMO, the grounded conductor is 50% of the circuit.

I also am of the opinion that the grounded conductor needs to be disconnected.

In gas stations I've never seen any enforcement of

An important issue in 514.13 is the requirement to disconnect the "feedback" from other equipment. This specifically applies to the submerged pump relay wire. When Gilbarco 1st came out with MPDs (circa 1983) they had drawings showing each dispenser on a separate circuit and had them combining the submerged pump relay wires to operate one submerged pump. So if you were working on dispenser 2 and someone turned on dispenser 6, the relay wire for dispenser 2 would become energized.
