517-14 Insulated Conductor

Referencing the 1996 NEC - Can anyone explain the possible reason behind article 517-14 requiring the continuous copper conductor used for the panelboard bonding to be "insulated" rather than bare?
 
Read 517.13. Essentially you are required to install 2 redundant grounding systems. One using the metal raceway/wiring method and another using an insulated grounding conductor. 517.14 is the continuation of this insulated grounding conductor through the panelboard and will be in addition to the grounding using the metal raceway. They are trying to keep the two grounding systems seperated.
