517.17 Ground-Fault Protection

I have an application with a 225kVA, 12470-480/277V secondary unit sub for a healthcare facility that is being replaced. We typically don't run into one this small in a hospital and with 400A secondary protection it would not seem that Ground-Fault protection would be required for this breaker or the next level of breakers per 517.17. Any thoughts would be appreciated.
 
I’m not sure 400 amp provides secondary protection for this transformer there is a 350 standard size in NEC 240.6 .

Unless the specifications for the service change would require GFP for equipment I do not see where in your case the Code would require GFP.
