Why do normal outlets in these location need to originate out of the same panelboard? What is the codes reasoning? I can't think of a reason from an electrical theory or safety perspective on why code would require this. What difference would it make? 🤔

There is no such restriction for critical outlets, correct?

IMO it's so that a person would not have to go to separate panelboards to find breakers in an emergency situation. Same reason for the labelingm requirement to be "readily identifiable." It's all designed to allow staff to find breakers quickly.

If so, why doesn't this apply to the critical branch? As I'm reading it the critical branch can some from any number of panels even where one critical ATS is present.

Not saying you're wrong, just want to gain greater insight.
