If i have a single emergency circuit serves the bed head unit and there is another single normal circuit located on the same wall below the bed head unit, would that meet the code requirements of 517.18 (a)?

you have a manufactured "bed head" that's not set up for both emergency and normal power? Not saying that anything is wrong with that just most are set up with both normal and emergency power.

Even-though, we can supply both lines from one circuit unless colors are different that might be code issue.
