517.30(C)(1) Separation of Normal & Critical Circuits

I have a situation where I would like a lighting relay panel to switch both normal and critical circuits in a hospital. Many relay panel manufacturers state that their panels can switch both normal and emergency loads, and that they can provide barriers within the cabinet. However, reading 517.30(C)(1) seems to indicate that the wiring for the normal and critical branches cannot even enter the same cabinet.

Do the barriers within the cabinet provide a separate "cabinet" in order to comply with this code requirement? Or is this type of installation simply not permitted, even with the barriers?

We asked CMP members at an IAEI meeting a similar question (concerning raceways, wall, and floor duct) and their answer was that a barrier does constitute "entirely independent" of other wiring. SQ D and other manufacturers of medical equipment have provided barriers for this reason for a long time.
