I interpret Figure 517.30, No. 2 in the FPN as the equipment system, critical branch and life safety branch as being fed from the same buss as this is my interpretation of the horizontal line.
Our inspector states regardless of the 1 transfer switch allowance, the equipment system must remain separate from the critical and life safety branches as per 517.30(C)(1). He is requring a separate panel to be installed fed from the panel that serves the critical branch and life safety branch.
