I don't think it matters as long as the room or area is designed for a gathering of 100 or more people (at one time, not accumulative over a period of time).
It can mean both....Those are just examples. if the space is designed to be occupied by 100 or more persons then that specific space needs to meet Article 518. Both a Pool Hall or an indoor swimming pool room potentially could meet that specification...so it is less about identify of the room and more about the occupancy of the room.
There was a proposal a few cycles back I think to include Grocery Stores or Supermarkets but that was rejected due to their short term transient nature.
