54W lamps with 32W ballast?

I currently have a customer who purchased some high bay t5 fixtures. It is a 6 lamp, 2 ballast fixture. The ballasts say use 32W lamps, but the guy installed 54W high output lamps. It is working for the time being, but my question is, Is the ballast going to hold up, or is it going to burn up faster?
