553.2: Floating Buildings -- Is A Living Quarters Barge Considered One?

(I'm not sure if this is in the right forum; sorry if this is in the wrong forum.)

I was wondering if a USN Living Quarters Barge is a part of this article? A barge is equipped with any room you can think of (or has the capability to). It, also, has its "premises wiring system served [primarily] through connection by permanent wiring to an electrical supply system not located on the premises (NEC, 70-512)."

Question: Is a USN Living Quarters Barge considered a "Floating Building" as defined in Article 553 of the NEC?

The key may well be the wording in Art 553: "Moored in a permanent location"
IMO, if it's not in a permanent location it would fall back on Art 90.2(B)(1) and be exempt from the NEC other than as noted in the FPN.
 
That is what I was thinking as well, referring to a permanent location and 90.2(B)(1) listing ships. But technically it is not a ship and more often than not it is permanently moored... Hmmm.
