590 temp SE hazard?

i'm conflicted on whether to say something to my counterpart on the electrical side about this. moderate traffic area, low-lying ruts and pressures were filled with water which the cable was routed through. been like this for weeks. pretty questionable to me safety wise- thoughts?

cable looks to be waterproof.

I don't see any really major issues that closing off the area to traffic would not resolve.

When it comes to temp many times people will cut corners since it may not be there for long, however you're still required to follow the code Article as if it were a permanent installation. I don't think that you'll find this permissible in Article 338.
