I am wiring a church rated 5a. Article 518.4 section b tells me I can run romex (nm) cable in areas not fire rated. The kitchen, assembly hall, and the fellowship hall are not required to be fire rated according to the prints. The building seats 365. The state building inspector says it does not require fire alarm or smoke detectors. The electrical engineer says the entire building must be wired in mc or conduit. I am currently trying to get in touch with the engineer. I have wired several churches in romex, even one with metal studs but I don't remember if they were rated 5a. My question is can I run romex in the areas not fire rated according to the building design?

I don't think you can use Romex in the fellowship and assembly areas if they are for more than 100 people. See NEC 518.4.
