5KV portable cord

Greetings all:
This contractor is being directed to use TYPE JEO non shielded 5/15 KV jumper cable to connect a temporary 4160 volt mobile generator for building back up power. The cables are to be laid on the ground and connected to tap boxes located at the genaerator and building exterior. Article 310.10(E) states that conductors operating above 2000 volts in permanent installations shall be shielded however this installation is not permanent. Article 400.31 covers portable cables operating at over 600 volts does not specificly state that the cable has to be shielded nor does Article 490.56. The manufactures descriptive information prohibits this type of installation requiring clearences and seperation between the conductors. We have extensive experience with the JEO cable as we use it for our temporary jumpers in overhead line construction and have used it in the past for the requested application. I have been under the impression that several years ago the NEC was changed to require "all cables operating above 2000 volts must be shielded" has this been changed in the 2011 version. Our recomendation for this application would be the type 1/C SH flexible shielded cable. The engineer insists there is no requirement for portable cord operating at 2000 volts< to be shielded. What am I missing?

The new 2011 version does not have that reference. it appears that it has been deleted. 400.32 does stat that "all shields shall be connected to an equipment ground conductor" but no other mention to the cable having to be shielded.

Not sure what the 2011 code states concerning 400.32 but for right now it doesnt matter. Cant get to my 05 book but you are operating under the 08 or earlier code which is what counts for now not the 2011.

I would direct him to the code artical. I dont think you are the one missing something.

2000 volts shall be shielded. Shielding shall be for the purpose of confining the
voltage stresses to the insulation.”
Substantiation: There are no cords or cables in article 400 that are rated for
use above 2000 volts.
