I have a passion for unanswered threads, but I am no expert on motors. So you get what you get. 
I offer this trembling opinion: I would say, no, you do not need another disconnect. I would then send you to Part VIII of Article 430, to peek at 430.95.
But then, I would ask, is this a motor control center or a motor controller? Because a controller is required to have a disconnecting means ahead of it by 430.102(A).
But then I'd realize, I've never seen any of this stuff in the flesh, and I quietly hit the "Post Reply" button and move on with my life.

What would be the point of making a suitable for use as service equipment if you don't get to use as such....
