600 volt HRC fuses in 208 volt disconnect

Today I came across a three phase disconnect with 600 volt HRC fuses for a house panel in an apartment building. The wires from below didn't allow the fuse holders to move up to properly make contact with the holders someopne had supplied, and the fuses were discolored...would that be from heat build up from lack of surface area ?? Does the fact that they were 600 volt 200 amp HRC fuses possibly change the rating of the amps, being in an 208 volt 200 amp rated switch, or are the fuses simply able to handle more voltage?

I asked the supply house for a GE "heavy duty" 250V 3P switch, and they gave me a 600V switch.

I don't see how you could put blade (250V) fuses in a 600V fuse holder, or vice versa. Did someone change the fuse holder block?

Sorry, I guess I don't know what HRC fuses are!
