600AMP MAIN SERVICE FOR SINGLE FAMILY DWELLING

I have a 600amp meter feeding a 600amp SE rated ATS which then drops down to a gutter outside the garage. Then taps off to four 200amp panels with main breakers just inside garage. One panel has a feed through 200amp block to other side of house feeding a 200amp sub-panel. One panel has a 125amp breaker feeding pool panel (plus other branch circuits. I am being told that I can't feed additional panels off these 200am main panels. Is that correct?
 
I can certainly see the AHJ unhappy with a 200 amp panel feeding a 200 amp sub-panel. The possibility of overload in the future is a concern.
That being said, it doesn't seem to be against code. You may satisfy the AHJ by providing a load calculation.

That is done all the time in commercial and industrial. As long as the load calcs are sufficient for the ocp, totally legal.

I originally had a feed through panel or disconnect there. Could not get one. So went with this method. I wasn't sure they were going with generator. So I planned coming straight off meter and gutter (no 600amp main. This way I had all my disconnects grouped. Thanks for the input!
 
Doesn't sound correct. Who is saying this and what is the reason given?

Based on your description in you post you now have a single 600 amp service disconnect so, yes, the conductors to the 4 200 amp main breaker panels are feeders and tap rules apply. But it sounds like you do comply with the tap rules.
