600amp service

I am working on a 4 unit strip mall. We are doing all the work in units 2,3,4
Another electrician is doing unit 1 (landlords)

The other electrician installed a new 4gang meter stack
4- 200amp disconnects Square d overhead mast service

When i went to tie in my Ser i noticed that
On Phase A he used 1-350 mcm and 1-250 mcm
On Phase B he used 1-350 mcm and 1-250 mcm
On Neutral 2- 4/0 s for ground rods he used #4
Water also #4 that runs back to units 1 panel not to the stack


And all of this was Inspected and approved This all seems wrong to me
shouldn't both be the same wire size and the water ground be 4/0?
 
Parallel conductors must be the same size and length, 310.4(B). The GEC to a water pipe is never required to be larger than #3/0, 250.66.
 
As per 250.66 i have been taught that you would take both parallel conductors cir. mils
added together then round up to the kcmil then use chart 250.66 to pick size of egc
that would put us at using 1/0 cu NOT the #4 they used

did i miss read the notes on 250.66?
