60A Receptacle

Have a 30Amp breaker feeding a 60Amp pin and sleeve receptacle,60Amp male plug, 30A cord to equipment that takes 30A. So the receptacle is oversized. If this is a problem what article in code?

As long as the conductors from the breaker to the receptacle are sized for the 30 amp breaker or larger, there shouldn't be a problem.
 
The Code does not care about the risk of a breaker trip when someone plugs a 60A load into the receptacle. The wiring is all protected.
But if the operating voltage is higher than the nominal voltage of the connector that would not be allowed.

My understanding of the voltage requirements is that the voltage be equal to or lower than the voltage rating of the connector, _and_ that the particular connector configuration only be used for a single voltage in the facility.

So you are not permitted to use a 480V device at 240V if you are using that same 480V configuration at 480V in the same facility.
