On this specific requirement, should the circuit breaker be externally operable such as enclosed breaker?
(i.e.) Does the descriptive part "enclosed externally operable" apply to a circuit breaker?

620.53 Car Light, Receptacle(s), and Ventilation Disconnecting Means.
Elevators shall have a single means for disconnecting all ungrounded car light, receptacle(s), and ventilation power-supply conductors for that elevator car. The disconnecting means shall be an enclosed externally operable fused motor circuit switch or circuit breaker capable that is lockable open in accordance with 110.25 and shall be located in the machine room or control room for that elevator car. Where there is no machine room or control room, the disconnecting means shall be located in a machinery space or control space outside the hoistway that is readily accessible to only qualified persons. Disconnecting means shall be numbered to correspond to the identifying number of the elevator whose light source they control. The disconnecting means shall be provided with a sign to identify the location of the supply side overcurrent protective device.

I read 2 separate requirements:
disconnecting means shall be
an enclosed, externally operable, fused motor-circuit switch
or
circuit breaker that is lockable open in accordance with 110.25

Then both shall meet this last requirement
and shall be located in the machine room or control room for that elevator car.

Then both shall meet this last requirement
and shall be located in the machine room or control room for that elevator car.
This is my thought too, especially when the breaker(panelboard) is located in the elevator machine room. The jurisdiction may require the panel door unlocked to have the locked breaker readily accessible.
