645.10 Information Technology Equipment Disconnects

NEC 645.10 says that for all Information Technology Equipment within the IT Room there needs to be a disconnecting means within the same IT Room. This also applies to all HVAC equipment for the IT Room.

I was wondering, what about emergency lighting for the room. Does the emergency lighting panel need to be installed within the room?
 
When a code includes particulars, it is deemed to exclude everything not included.

If it specifically says to include IT discos and HVAC discos, then I would say that excludes (the requirement but does not prohibit) the emergency lighting, general receptacles, etc. discos being located in that room.
 
Where does it state Article 645 is an optional article?

It does not say so in those exact words. What is true is that most of provisions of 645 describe optional alternative wiring practices to use instead of the normal Chapter 3 methods if you wish and if you meed the conditions. For example:

645.4 Special Requirements for Information Technology Equipment Room. This article shall be permitted to provide alternate wiring methods to the provisions of Chapters 1 through 4 for power wiring, 725.154 for signaling wiring, and 770.113(C) and Table 770.154(a) for optical fiber cabling when all of the following conditions are met:....
Now the "shall be permitted to provide" really should be replaced by "permits". :)

If you don't meet the six items that follow that section, then you don't (not permitted to) use the alternate wiring methods in that Article 645. 645 provides leniencies to the provisions of Chapters I through 4 +, so if you don't need those leniencies, then you don't need to do the prerequisites in 645.4 and that makes 645 essentially optional.
