Article 668 does not apply to a battery rack. The "cell line" is not a group of battery cells. Art 668.1 says ?Not covered by this article are cells used as a source of electrical energy.."
A cell line working zone is only found in aluminum reduction plants, chlorine production and other electro-refining industries where high DC currents (50kA - 400 kA) are used for chemical processing. Workers have to work around and on the energized cells. The cell line working zone is designed to minimize shock hazards through insulation and isolation.
Most battery installations are not classified as hazardous, even though the battery can release hydrogen gas during charging. The concentrations do not build up to explosive levels if the ventilation is adequate. A small room with a large battery and no vents could be a problem.
