680.13 One disconnect or more?

"One or more means to simultaneously disconnect all ungrounded conductors shall be provided for all utilization equipment other than lighting."

would you read this as, multiple disconnects can be used together to simultaneously disconnect all ungrounded conductors,
or you can have multiple locations that have disconnects that are each able to disconnect all ungrounded conductors ?
The reason for this question is an outdoor swim/spa with multiple circuits run to it. should there be a single action that kills power or are multiple disconnects next to each other acceptable?
 
My interpretation is that you must have a disconnecting means for each piece of equipment that meets the clearance requirements of the section. But all circuits supplying the equipment can have its own disconnect
