I'm reading 680.21(A)(4) One-Family Dwelling provision and I don't understand what it being written!

"...Chapter 3 of this code that comply with the provisions of this section shall be permitted. Where run in a cable assembly, the equipment grounding conductor shall be permitted to be uninsulated, but it shall be enclosed within the outer sheath of the cable assembly."

"but it shall be enclosed within the outer sheath of the cable assembly." What does that really mean? "Enclosed within the outer"??

Can someone please help me understand this?
 
I believe it is also trying to make a distinction between being an insulated equipment grounding conductor and an uninsulated conductor. The uninsulated conductor is allowed but it must be within the sheathing of the cable as Derek mentioned
