A swimming pool I wired failed its final last week. The inspector said I needed a receptacle at least 10' from the pool, but not more than 20'. She cited section 680.6 1 & 2. I think she meant 680.22 (3).

There is a receptacle 24' from the pool at the control equiptment and a receptacle 26' from the pool for a fountain.

The HO doesn't want any receptacles near his pool. What is the intent of this code? Why does he need a receptacle so close to the pool?

The pool contractor used rebar tie wire to bond all of the equiptment together and terminated all of the bond wires on one ground rod clamp. The inspector had nothing to say about this. The sub panel for the pool is an Intellitouch 50 amp panel.

Sure the inspector doesn't have 680.22(3) as an addition to 680.6 (1) and (2), and just didn't write in the article for that violation? 680.6 1 and 2 says:
Electrical equipment shall be grounded in accordance with Parts V, VI, and VII of Article 250 and connected by wiring methods of Chapter 3, except as modified by this article. The following equipment shall be grounded:

Through-wall lighting assemblies and underwater luminaires, other than those low-voltage lighting products listed for the application without a grounding conductor

(2)

All electrical equipment located within 1.5 m (5 ft) of the inside wall of the specified body of water

Here is a staff note on why they want the recep between 6 and 20 feet:The requirement in 680.22(A)(3) for at least one receptacle between 6 and 20 feet from a permanent pool at a dwelling unit is meant to provide power for an appliance (radio, TV, etc.) near a pool, but not close enough (6 feet) for an appliance to be able to fall into the pool while plugged
