680.24(B)(2) (a) Vertical Spacing. The enclosure shall be located not less than 100 mm (4 in.), measured from the inside of the bottom of the box, above the ground level, or pool deck, or not less than 200 mm (8 in.) above the maximum pool water level, whichever provides the greater elevation.

This seems to be a conflict. Wouldn't maximum pool water level be the top of the coping? If the skimmer basket is clogged and it rains like heck the pool could over flow. Is it SOP and compliant to have the bottom of the deck box 4" above the deck?

The high water level of the pool is the top of the deck. That was always my belief and it was confirmed this week by some CMP members.
 
This is one of those places where common sence must prevail. The intent of the coed is to prevent water from entering the j-box thru the light conduit. They say "the deck" assuming that this to be the max hight of the water. We do know however that the coping can be higher than the deck. However, most modern day pools have done away with coping that sticks up higher than the deck due to tripping hazards. I would install the box to a min of 4" above the highest possible water level. As an inspector, that is what I would look for.

Chris if the intent is to keep pool water from filling the box via the conduit from the light fixture then in makes perfect sense the measurement is to the bottom of the box.

You know I'm not a pool guy and was having trouble with the 4" above deck and 8" above max level. That would be 8" above deck so the 4" rule seems to make no sense to me.

Problem solved, using the 8 above deck.

Chris try thinking of this in terms of the pool wall extending higher or lower than the deck itself and see if that makes sense.
