(C) Pool Water lots of discussion about the 9in. squared metal in contact with the pool water of a Fiberglass Pool. The pool light has a nonmetallic shell with a metal liner over the lamp connected to a #8 insulated conductor.
Rough calculation for a lamp shell 7" diameter by 7.75 in length is 298 sq inches, this more than meets the requirement for 91 sq. inches of metal in contact with the pool water. Therefore when 680.26 (B)(4) is met then is 680.26(C) satisfied?

Yup ,..that how it reads and in fact they discussed the metal ring on the pool lights serving just that purpose

I wire a lot of pools. This is a good code change. Bonding the water really works to get rid of voltage potential.

and, if there is not a pool light, a second option is ???

dang-it. Now I wonder how many skimmer installations I've seen, not knowing if there was a stainless component and I'm not sure it was bonded.

The guy who invented that thing did so for when there is no regular stuff from the list in contact with the water... you just pop this thing and bond it and presto ,..pool water bonded..
