680.26 on existing pool

I have a situation where a existing pool appears to have no bonding {based on there being no bond wire at the pump and high resistance between the ladder "leg buckets" (I don't know the proper term)}.
I know the equipotential grid requirements have changed from Code to Code, but , in the last 20 years has there been a Code cycle where the metal parts, wet niche lighting, etc. ?
 
My 87 book refers to a common bonding grid. It could have been a # 8 awg conductor, the wall of a bolted or welded wall of the pool or the steel reinforcing rebar. All the associated metal parts should have been connected together.
