I need to do some bonding on a metal shell pool. Reading 680.26 it says I just need to bond the metal shell in 4 different locations. How often do I need to tie into the rebar in the concrete surrounding the pool? Is that also in 4 locations around the pool?

You need to have (4) tails/jumpers from each point on the pool where you connected your lugs then take them to your grid. There are other ways of doing this but this is the simplest, cheapest, and IMO, the best way.

Is there a compression connector rated for direct burial to accomplish this? I don’t need to tie onto the rebar anywhere else

I use DB rated lay-in lugs at the pool and DB rebar clamps at the grid if it is rebar. If it's just a #8 bare I just use split bolts DB rated.
