I have an HO who is looking to put a quartz heater near his hot tub for a changing area. This article states that heater are not allowed in the area extending 5' around the pool and shall be mounted at least 12' above the pool deck.

How far does that 12' extend? What if I was 50' away from the pool wall but still on the same level? The situation I am facing involves a hot tub. The tub will be sitting at grade and there will stairs on the right of the tub to a deck level. What if I was to put a heater to the right of the stairs? I would be more than 5' away but would be standing at grade and therefore below deck level. Where is the cut off point?
 
Take a look at section 680.27(C). It looks like pool deck areas extend out to (20 ft) of the inside wall of the pool.
 
OK so what would the difference be between a "Unit Heater" (680.27 (C)(1)) and a "Permanently Wired Radiant Heater" (680.27 (C)(2))? It seems if I am dealing with the former that there is no restriction outside of 5' from the edge of the pool but if I am dealing w/ the latter I would need to maintain a 12' mounting height over water level out to 20'.

Does unit heater imply gas? Or maybe a fan blowing across coils?
 
A radiant heater emits rays of light or heat. They make electric as well as gas fired radiant heaters. Check the listing of the heater to see what type it is. The unit heaters that I have seen all have fans.
