Okay,
Stupid question time. If 680.42 requires compliance with 680.21 for external dwelling unit hot tub installation and the biggest issue addressed in 680.21 if the insulated copper equipment grounding conductor requirement, why can't one install insulated ground UF. Such a product is made and would solve completely the apparent concerns of the code making panel.

Has this been brought up in a proposal since I could find no record of this discussion in the ROP
