Ok, 682.2 "Equipotential Plane" says "An area where mesh or other conductive elements are..." My question is what are "other conductive elements"? The way I look at 682 in whole is that it stands alone unless there is boat traffic. 682 does not refer to any other code sections otherwise. It also does NOT say "GRID" anywhere. So what are "Other conductive elements"?
 
The other elements are what you make to establish the plane required in 682.33(A) such as rebar, wire mesh, or the ground wire below the surface 3".

So, in your opinion under 682.33(A) is a "Grid" required or would a #8 bare buried 3" in a radius of 6' around a service be acceptable? and if so or if not...why?

If your not pouring a pad bigger than 3' in all directions and are standing on earth materials (as in the ground, grass, sand,rocks,etc,etc) or if installing pavers a # 8 awg is only required.
