69 kV Clearance

How familiar are you guys with the NESC?

I've got a project with an expansion of an existing building, where the new construction has been proposed to extend under some 69 kV distribution lines. Two questions come to mind:

1. Regarding Rule 234 of the NESC, all I have is the NESC handbook, but it shows Table H234-1, where there is a clearance listed for 69 kV for all revisions of the NESC up until 1990, which only lists a clearance up to 50 kV. This leads me to believe there may have been a possible rule change making new construction illegal under 69 kV lines? Can anyone confirm or deny this?

2. Assuming you can build here...I have concern over the proposed usage of the space. There would be a welding shop directly underneath the lines, and 4-5 welders would be exhausted to the roof. Don't some welders emit some sort of low-dielectric gas? I'm sure I'm just being typical doomsday-cautious, but depending on how much of that stuff they give off, could it cause a problem? (By the way...I know how to power a welder just fine...using one is another story. :-? )
 
I would suggest you ask the utility if you can build under their lines. If they have a right-of-way permit they are going to say no.
 
You're probably not going to believe me on this one.....but it's an expansion of the office space for a power utility company. I was asked to look into it. :grin:
