690.46 and EGC Sizing

Why was 690.46, which references 250.120(C), removed in NEC 2020? We've seen instances where plans are approved with #8 EGCs at the array. Are AHJs simply not enforcing 250.120(C), or do they consider EGC at the array under rooftop panels to be sufficiently protected?

I would think they consider the grounding conductors along with the string conductors under the modules protected from physical damage.

Yay, it's gone.

I can't find any reference to why in the 2020 revision info.

Out of a couple dozen jurisdictions I've worked in, only two or three enforced it for residential rooftop arrays.
