690.64 (B) (5) suitable for feedback only addresses circuit breakers, does that mean only breakers are allowed? (B) (1) refers to fusible disconnect..
I have been told that fusible disconnect are bi-directional ? Any help would be appreciated, thank you>

I think what they mean is that the suitable circuit breaker would trip if the current was flowing in either direction. A fusible disconnect does not have to be built in a certain way if the current were to flow in either direction.
