i read this as if i have a 200A service, the DC overcurrent device can be max
40A , correct?

Correct. If the panel buss is rated 200 amp and you have a 200 amp utility breaker, and a utility-interactive PV system, the sum of the overcurrent devices feeding that buss can not exceed 120% thus limiting your PV input breaker to 40 amps.
