695.2 Definitions

Can someone explain to me the definition of 695.2 Definitions On-site Power Production Facility "The normal supply of electric power for the site that is expected to be constantly producing power". Is this just normal utility power to a facility? Have a job installing a fire pump, The incoming service is 1200A. Was looking to possibly install a separate service for the fire pump (40HP) with its own generator as there's no way to access the utility line side of the 1200A that feeds into the bottom of the switchgear.
 
I believe that this is inline with a building that is off-grid and runs on it's own generator.
 
So if I'm correct, I can install a separate service just for the fire pump controller with no backup generator? Its not feasible to tap the existing 1200A service. Its an underground lateral that comes into the bottom of the switchgear. According to 695.3(A)(1) I cannot tap inside of the existing switchgear.

Also being an industrial facility, I don't think it meets the definition of 695.3(C) were I can use a feeder from the switchgear and install a backup generator for the fire pump?

If the service comes up in a pull section of the gear that contains no overcurrent equipment, then you can tap there. But if the main is also in the same section, you cannot. But you have another problem if you can, the fire pump feed must be in a two hour firewall from that point on, so unless you have spare conduits in the bottom of the pull section, you are probably stuck again.

I don't believe there are any spare conduits in the bottom. I guess I will look into a separate service connection from POCO. Thanks for the help.
