In order to meet the code section, do we need to apply the same for the 13.8kv emergency cables, if needed what is the most appropriate assembly for 3x300mm2 cu/xlpe/pvc to be fire rated for 2hrs?

Yes I believe so, it does not talk about voltage limitations in that section.
