I have cited section 700.15 for luminaires installed on emergency branch circuits in rooms that do not require emergency lighting based on the State Building Code. I was told by the State Building Inspector that the below code requirement does not solely apply to code required emergency lighting. Note, by extension the emergency branch circuit is supplied through an emergency transfer switch covered under section 700.6 (D) which prohibits the transfer equipment from supplying other than emergency loads.
Am I missing something?
Here are the 2005 NEC sections;
700.15 Loads on Emergency Branch Circuits
No appliances and no lamps, other than those specified as required for emergency use, shall be supplied by emergency lighting circuits.
700.6 (D) Use Transfer equipment shall supply only emergency loads.
