700.5 (B) Shall be permitted

In 700.5(B)Bypass Isolation Switch it is stated
"Means shall be permitted to bypass and isolate the transfer equipment."

Would it be correct to state this is not a requirement for a bypass switch but instead a statement allowing the use of a bypass isolation switch in conjunction with an emergency transfer switch if desired?

Yes. "Shall be permitted" always grants permission without imposing a requirement. The next sentence in 700.5(B), though, imposes some requirements when you choose to use that permission.

"Shall be permitted" is another way of saying "shall not be prohibited."
