The code reads "where automatic transfer equipment is used and optional standby system shall comply with.... (a) Full load. The standby source shall be capable of supplying the full load that is transferred by the automatic transfer equipment."
Hypothetically, if you have a 400A ATS and a generator that is only rated for 300A. Demand calcs show 350A but metered full load is only 150A. Is this "Full Load" meaning Gen has to be able to supply 100% of transfer capacity or the actual load on the system?
