705.12 (E) removed from 2023?

Hey hoping some one can help me with this one. Our state just moved to the 2023 NEC, and section 705.12(E) about omitting fasteners has been moved or removed? we are now having inspectors telling us PV breakers have to have a tie-down kit. Is this correct now?

Okay Looks like they did move that, in case anyone else has the same problem, it was been moved to 705.28 (E), I'll post here again if we still have an issue with it
